Application
- Application to obtain the Halal Verification Certificate must be made by filling in the SPH 1 Form as stated in the Table. Form can be obtained from:
Research Division
State of Perak Islamic Religious Department,
4th Floor, Darul Ridzuan Islamic Complex,
Jalan Panglima Bukit Gantang Wahab,
30000 Ipoh.
- Forms that have been completely filled must be forwarded to the same address.
- All information in the form and other related documents enclosed are ‘Confidential’.
Premise Inspection
- After an application is accepted an inspection visit by responsible officers from State of Perak Islamic Religious Department will be done on the premise concerned to ensure the halal criteria is fulfilled.
- Applicants must allow inspection to be conducted anytime.
Lab Analysis
- To stress on these regulations, a sample of every product produced by applicants if needed will be sent to qualified labs to be analysed.
- All expenses for the purpose of in-lab analyzing must be paid by applicants.
Re-inspection
- If needed a re-inspection visit will be conducted within a time period set.
- Officer on duty is able to call up anyone to present any explanation related to Applicant’s application.
The issuing of Halal Verification Certificate
- Halal Verification Certificate will only be issued when applicants have met all the Halal Criteria and have paid the fee set.
Condition to be followed by Slaughtering Premises
- For Slaughtering Premises applicants, all of the slaughterers must acquire Halal Slaughtering Certificate.
- ‘Slaughter Premises’ means centres for slaughtering animals for marketing purpose.
Applications for Halal Slaughtering Certificate
- Application for obtaining Halal Slaughtering Certificate must be made by filling in the Form SPH 2. Halal Slaughtering Certificate will only be given to parties that have passed the test set by the Jabatan Agama Islam Perak and have paid the fee set.
The usage of Halal Logo
- Holders of Halal Verification Certificate are qualified to display and use the The Halal Logo as stated so in the Halal Verification Certificate and must be limited to products that have been verified halal as listed on the Halal Verification Certificate.
Certificate Validity Period
- The validity period of this Halal Verification Certificate is between one and two years subjected to premises or certain products.
The Prohibition of Handling Over Verification Certificate to Others
- The Halal Verification Certificate cannot be given away to any others and it is terminated when the premise is dismissed and The Halal Slaughtering Certificate cannot be given away to any others and it is terminated when the owner dies.
Changes or Alteration
- Any changes or alteration of premise’s name and address, product’s brand, ingredients, suppliers, Muslim workers in that particular body (following which is concerned) must be with the knowledge of the State of Perak Islamic Religious Department.
Renewals of Certificates
- For certificate renewal, applicants must fill up application forms and hand them to the State of Perak Islamic Religious Department, Research Division within a month from the expiry date of the certificate.
The Authority to Withdraw or Terminate Certificates
- The Halal Verification Certificate and the Halal Slaughtering Certificate can be withdrawn or terminated its validity period anytime when it is proven to not meeting the Halal Criteria that has been already set or should there be any issue or handling method that causes doubt in terms of the Islamic Law.
The Prohibition of Displaying, Printing, Using the Certificate and the Logo
- Certificates that have been withdrawn or have expired can no longer be displayed, printed or used by the holder of the certificate concerned for any purpose whatsoever.
Notices and Announcements
- State of Perak Islamic Religious Department, has the authority to make announcement regarding the termination of the validity period withdrawals not renewing the certificates and the forgery of the Halal Verification Certificates, the Halal Slaughtering Certificate and the Halal Logo through the local media or any public places.
Appeals
- Subjected to this condition, any Halal Verification Certificates withdrawn or terminated cannot be renewed, however an appeals can be presented to the director of the State of Perak Islamic Religious Department. By taking into accounts the report by the officer who conducted the repeated inspection, the director of the State of Perak Islamic Religious Department can then approve on the application after the fee set has been paid.
The Authority to Alter the Regulations
- Without affecting the current regulations, State of Perak Islamic Religious Department is able to make or alter these regulations.
In General
- The usage of the Halal Verification Certificate and the Halal Slaughtering Certificate is still subjected to the Law or Regulations that are practised in this country.
